Second multi-stakeholder dialogue advances roadmap to strengthen IP&LC rights in Subulussalam

Efforts to strengthen respect for the land and natural resource rights of Indigenous Peoples and Local Communities (IP&LC) continue through the implementation of the second Multi-Stakeholder Dialogue (MSD 2) in the City of Subulussalam. This dialogue forms part of an ongoing collaborative process among diverse stakeholders to jointly develop an inclusive and sustainable action roadmap.

Land and natural resource governance in many parts of Indonesia, including Aceh, remains shaped by complex and diverse interests and perspectives. Challenges such as overlapping land claims, limited legal certainty over tenure rights, and differing priorities among stakeholders highlight the need for context-specific and collaborative approaches. In this context, a multi-stakeholder approach is essential to ensure that land and natural resource governance policies and practices are aligned with local realities, while supporting the protection of community rights and sustainable economic development.

MSD 2 builds on the first Multi-Stakeholder Dialogue held in September 2025 in Subulussalam, which identified key issues and initial priorities related to respect for IP&LC rights with a particular focus on strengthening land and natural resource conflict management ecosystems. The outcomes of MSD 1 were further explored through a series of post-dialogue caucus meetings with relevant stakeholders.

As a continuation of this process, MSD 2 aims to validate the findings and priority actions identified during MSD 1, and to collaboratively develop a concrete action roadmap. The dialogue also provides a platform for stakeholders to agree on roles, responsibilities, and contributions to support the implementation of the roadmap going forward.

The dialogue activity was also supported by the Mayor of Subulussalam himself, Mr. H.M. Rasyid Bancin, S.Sos, who in his opening speech said, "The regional government views dialogue and collaboration as a strategic approach to strengthen conflict prevention and resolution, as well as creating a conducive and equitable development climate."

This initiative is jointly initiated by Proforest, CRU Indonesia, and Earthworm Foundation, and brings together local government representatives, community members, civil society organisations, and private sector actors. The resulting action roadmap is expected to align with, and complement, existing and ongoing development programmes of the local government, and to serve as a shared reference for future implementation.

Through this dialogue, stakeholders are expected to build a common understanding and shared commitment to implementing concrete actions for the prevention and resolution of land conflicts, while supporting peaceful, inclusive, and sustainable development in Subulussalam.
