Tree Crops Development Authority launches three-year communication strategy to boost awareness and compliance
Tree Crops Development Authority (TCDA) has launched a three-year Communication Strategy under the Ghana Private Sector Competitiveness Programme (GPSCP II). This initiative, jointly implemented by NIRAS and Proforest with support from the Swiss Government, is aimed at increasing awareness, education, stakeholder engagement, and compliance with Ghana’s tree crops regulations.
Strengthening the Tree Crops Sector through Communication
The Communication Strategy is designed to bridge the information gap in the tree crops industry by increasing understanding and visibility of the Tree Crops Development Authority Act (Act 1010 of 2019) and the Legislative Instrument (LI 2471 of 2023). These legal frameworks guide the regulation, production, processing, and trading of six key tree crops in Ghana.
TCDA was established under Act 1010 to regulate and promote the development of industrial tree crops. The Authority plays a central role in fostering a conducive environment for investments and competitiveness within the sector.
Key Objectives of the Communication Strategy
The overarching goal of the Communication Strategy is to support regulatory compliance and stakeholder alignment across the tree crop value chains. Specifically, the strategy aims to:
- Increase Stakeholder Awareness: Disseminate accessible, easy-to-understand materials such as flyers, posters, and leaflets on the TCDA Act and tree crop regulations.
- Educate through Targeted Messaging: Tailor communications to key audiences including farmers, processors, traders, and regulators.
- Foster Trust in Governance: Build stakeholder confidence in TCDA’s oversight and regulatory role.
Target Audiences
The strategy targets a wide range of stakeholders in the tree crops sector, including:
- Value chain actors (farmers, traders, processors)
- Policymakers and government agencies
- Service providers and agribusinesses
- The media and public
The three-year plan is structured into two phases: The first year of the strategy (2025), focuses on a media campaign, the objective is to raise awareness regarding the LI and the TCDA Act. The second and third years (2026 and 2027) will focus on training and education about the LI and the Act through workshops and engagement sessions with key stakeholders.
Proforest’ Strategic Partnership
This partnership aligns with Proforest Africa’s strategic plan to support the development of regulatory frameworks that promote sustainable production of agricultural and forest commodities. The collaboration with TCDA is therefore a vital step in delivering our ambition to contribute to policies that support positive outcomes for people, nature, and climate.
Driving a Competitive Tree Crops Industry
With the tree crops sector recognised as a critical growth area in Ghana’s agricultural economy, this communication strategy is a timely intervention. It not only supports the sanitisation of the sector through improved compliance but also enhances the competitiveness of Ghana’s value chain actors in the global market.
