Siak Pelalawan Landscape Programme
In 2018, a group of eight palm oil producing and processing companies initiated of the Siak Pelalawan Landscape Programme (SPLP), in Siak and Pelalawan districts, Riau province, Sumatra, Indonesia. The initiative promotes sustainable palm oil production through a landscape approach, by addressing environmental and social issues that require solutions beyond supply chains of individual companies such as deforestation, degradation of forests and peatlands, fire risk and agricultural expansion. SPLP aligns with and supports existing government-led initiatives, in particular the Green Siak District Roadmap and the Pelalawa District Action Plan for Sustainable Palm oil.
Context
Siak and Pelalawan districts are long-established palm oil production regions with a high concentration of independent smallholders. Covering over 2,248,000 hectares – of which more than 706,000 hectares (31%) is under palm oil cultivation, and 55% comprises peatlands- the districts also retain approximately 465,800 hectares of forest. The area includes over 200 villages and more than 50 oil palm mills, and is home to ecologically important areas, such as Zamrud National Park, Siak Giam Kecil-Bukit Batu Biosphere Reserve, Tesso Nilo National Park and Kampar Peninsula.
Activities and Proforest's role
SPLP is co-implemented by Proforest and Daemeter Consulting. Together they are responsible for programme management, engagement with coalition partners and stakeholders, and coordination of landscape implementation partners.

Results, outcomes to date
In Phase 1 (2018-2024), the programme has implemented a village support programme in 52 villages. Key achievements include

Over 4,000 smallholders trained in Good Agricultural Practices

568 assisted with Smallholder Registration (STDB),

49 mills engaged on NDPE/ ISPO

Regulatory protection of 107,731 hectares peat-forests and mangroves

Restoration of 106 hectares of degraded forest
Donors/partners, current and previous funding
SPLP is supported by a coalition of eight companies: Cargill, Danone, GAR, L’Oréal, Musim Mas, Neste, PepsiCo, Unilever. The programme receives funding from the Swiss State Secretariat for Economic Affairs (SECO). Implementation partners include CNVi, Jejakin, and several local landscape organisations.
